On applying for his title deeds, the Land Registry Office informed him that these could not be issued since the site contained eight villas, but only had planning permission for six and retrospective planning permission for the other two would have to be applied for by the developer. When confronted about the situation, the developer asked each of the site’s eight villa owners for a processing-fee of C£10,000 [Approximately €17,000] to make the necessary application, effectively holding his clients to ransom.
